(a) There is hereby created a Parking Enforcement Unit within the Police Department. The Parking Enforcement Unit shall consist of Public Safety Assistants.
(b) The Safety Director shall be the executive head of the Parking Enforcement Unit and shall make all appointments and removals of Public Safety Assistants, subject to any general rules prescribed by Council by ordinance, and shall provide for the rules for the organization, training, administration, control, and conduct of the Parking Enforcement Unit/Public Safety Assistants.
(c) The Chief of Police shall be the commander of the Parking Enforcement Unit.
(d) The Public Safety Assistants' duties shall be the enforcement of ordinances pertaining to parking regulations as listed in Chapters 351, 353, and 355 of the Codified Ordinances and animal regulations as listed in Chapter 505 of the Codified Ordinances. Public Safety Assistants shall also have the authority to determine that it is necessary to impound and/or boot a vehicle pursuant to Section 303.08 of the Codified Ordinances and shall have the authority to conduct animal control calls. Public Safety Assistants shall have such other related duties as the Safety Director or Chief of Police shall direct.
(e) The Public Safety Assistant position shall be a classified position.
(f) The training that the Public Safety Assistants shall receive shall include instruction in general administrative rules and procedures governing the Parking Enforcement Unit, the role of the judicial system as it relates to animal control and parking regulation and enforcement, proper techniques and methods relating to the enforcement of animal control and parking ordinances, human interaction skills, and first aid.
