(a) The City shall name a facility if one of the following conditions exist:
(1) The facility is likely to be regularly used by the public;
(2) The facility is likely to be regularly referred to in the public media;
(3) Naming the facility will enhance a sense of community within the City;
(b) The City shall use the following process to name a facility:
(1) The City Council shall appoint a Facility Naming Review Committee with a specific facility naming goal and a specific time period;
(2) The Committee shall be composed of seven persons including three citizens; two former Oxford Mayors; one current member of City Council and the City Manager or designee;
(3) The Committee shall review recommendations for naming the facility and consider whether the recommendations are consistent with the purpose of this section;
(4) The Committee may adopt such procedures and regulations as are necessary to carry out its work, however, all actions are subject to the review and approval of the City Council.
(c) The Committee, in recommending a facility name(s) to the City Council, shall consider the following:
(1) An attempt shall be made to name facilities in such a manner that the public can easily locate them.
(2) The following general classification may be used:
A. Places and features - streets, schools, natural features.
B. Historic sites.
C. Descriptive names.
D. Living people.
E. Organizations.
F. Deceased persons.
(3) The policy for naming facilities after persons or organizations is as follows:
A. Living Person or Organizations:
1. When a substantial portion of the value of the facility is donated by the person or organization, or
2. When a major contribution has been made by the person or organization to the Nation, State or local community and/or when instrumental in acquiring or developing the facility or site.
B. Deceased Person: When it is appropriate to name a facility in honor of a deceased person, it should be a person who has made a major contribution to the Nation, State or local community and/or who has been instrumental in acquiring or developing the facility or site. The name of a deceased person for a municipal facility may be considered in a timely manner after the date of death.
(d) Facility names may be changed provided:
(1) The name conforms to the above policies; and
(2) It is approved by a two-thirds majority of the City Council.
