   123.03 CAPITAL IMPROVEMENT RESERVE FUND.
   (a)   There is hereby established in the books and records of the City, a Capital Improvement Reserve Fund.
   (b)   The Capital Improvement Reserve Fund shall be used for the purposes as set forth in Section 7.05 of the Charter.
   (c)   The City Auditor is hereby authorized to credit to the Capital Improvement Reserve Fund, such funds authorized to be transferred or appropriated to such Fund by Council.
