(a) Whenever there is no person eligible for appointment to a particular position, or in case of an emergency, the City Manager may appoint a person temporarily to that position.
(b) A temporary appointment shall not continue longer than six months (180 days). A temporary appointee shall not be eligible for regular appointment unless such person has taken the examination and stands high enough on the eligibility list to be considered for an appointment.
(c) The acceptance or refusal of a temporary appointment by an eligible person shall not affect such person's standing on the register for permanent appointment; nor shall the period of temporary service be counted as part of the probationary service in case of subsequent appointment to a permanent position.
