   145.03 POWERS OF CITY MANAGER.
     The City Manager shall:
      (a)    Appoint and promote all officers and employees in the classified service pursuant to the rules and regulations of the Classified Service Procedures and Personnel Appeals Board Rules and Regulations.
     (b)    Remove, demote or discipline all officers and employees in the classified service as hereinafter provided.
      (c)    Recommend to Council changes in the Administrative Code.
