(a) Utility Connections. All service utility connections shall be discontinued and capped in accordance with approved rules and practices of each utility.
(b) Methods. Except where there is adequate space and special permission has been received from the Building Administrator, demolition of buildings other than wood frame construction shall be performed so that each story is separately demolished and completely removed. No wall, chimney or other construction shall be allowed to fall in mass on an upper floor. Bulky material, such as beams and columns, shall be lowered and not allowed to fall.
(c) Sprinkling. Chutes, floors, stairways and other places affected shall be sprinkled sufficiently to control the impact of dust on the neighboring properties.
(d) Grading of Lot. When a building has been demolished and new construction has not commenced within thirty days following demolition, the vacant lot shall be filled with clean fill, graded and maintained in conformity to the established street grade at curb level or natural grade. The lot shall be maintained free from the accumulation of rubbish and all other unsafe or hazardous conditions which endanger the life or health of the public. Provisions shall be made to prevent the accumulation of water or damage to any foundations on the premises or the adjoining property.
