The amount of space and conditions under which public property may be used for demolition purposes shall be as set forth below:
(a) Storage of Materials on Streets. Alleys and Sidewalks.
(1) No building materials or accessories shall be placed on the streets, alleys or sidewalks except as allowed by the Service Director, or designee, provided a Right of Way Permit has been issued by the Office of the City Manager. If in the opinion of the Service Director, or designee, the storage of such materials or the placing of fences or walks seriously interferes with traffic or endangers life or property, the Service Director, or designee, may order all such obstructions removed.
(2) A minimum clear space four feet wide for the entire street frontage shall be maintained at all times for pedestrian walkway.
(3) No building materials, fence, shed or any obstruction of any kind shall be placed so as to obstruct free approach to any fire hydrant, lamp post, fire alarm box, sprinkler connection, traffic signal box, curb stop, meter pit, manhole or catch basin, or so as to interfere with the passage of water in the gutter. Protection against damage shall be provided to such utility fixtures during the progress of the work.
(4) The sidewalk space may be occupied for building demolition purposes when approved by the Service Director, or designee, provided a Right of Way Permit has been issued by the Office of the City Manager, and a temporary fence, walk or covered walk is constructed and maintained in accordance with the provisions of this Code.
(b) Cleaning. The owner or his agent, upon the completion of demolition, shall immediately remove all walkways, debris or any other obstruction and leave the public property in as good a condition as it was before such work commenced.
