1307.02 PERMIT.
   (a)   Permit Required. No person, firm or corporation shall move, relocate, remove, demolish, or commence the demolition of any building, or part of a building in excess of 20 percent of the building’s total floor area or more than 20 linear feet of wall, or any structure without a valid and effective demolition permit. A separate and distinct demolition permit is required for each building.
   (b)   Application. Application for a demolition permit shall be made to the Building Administrator and such demolition permit may be issued only to the person, firm or corporation under whose direction and control of persons engaged in such demolition will be and who is directly responsible for the intended demolition. Such application shall be in writing and must contain the following:
   Name and address of applicant, name and address of owner of the building, a scaled site map containing detailed information concerning location, construction, description and condition of the building, estimated date for commencement of demolition and estimated date of completion of demolition, method of demolition to be used, solid waste management plan specifying the intended disposition of rubble and building materials, nature, location and proof of termination of all utility connections to the building or structure, request for such use of streets, alleys and sidewalks as is anticipated, and all such other information as is determined necessary by the Building Administrator in the interest of protection of the public health, safety and welfare.
   (c)   Insurance. Except as hereinafter provided, no demolition permit shall be issued until the applicant has furnished the Building Administrator and City Attorney with proof of liability insurance through a company licensed to do business in the State of Ohio in the minimum amount of $500,000.00 for all single family buildings, and the minimum amount of $1,000,000.00 for all other structures. The City Manager may require proof of greater insurance amounts as is determined necessary. No proof of insurance need be furnished in regard to demolition of a one story accessory building not exceeding 480 square feet in area.
   (d)   Permit Fee. For demolition permit fees, see Section 1320.01.
   (e)   Issuance. No demolition permit shall be issued for any building or structure in a historic district, or for any building or structure listed on the National Historic Register, until a Certificate of Appropriateness has been issued in accordance with the procedures in Chapter 1331, Historic and Architectural Preservation, of the Oxford Codified Ordinances. This requirement may be waived when the City Manager, Fire Chief, or Building Administrator determine that an immediate hazard exists to the public health, safety, and welfare of the citizens.
   (f)   Valid and Effective Dates.
      (1)   Subsequent to the issuance of a demolition permit, it shall be unlawful to commence demolition work without giving the Building Administrator at least 48 hours written notice of the date and time of the anticipated commencement of demolition.
      (2)   No demolition permit shall be valid for longer than 90 days from the date of issuance.
