129.01 SERVICE DEPARTMENT - SERVICE DIRECTOR.
   (a)   The Service Department shall have the custody, care and maintenance of the public buildings, grounds, streets, sewers, Municipal utilities and cemeteries owned by the City. The administrative head of this department shall be known as the Service Director, who shall be appointed by the City Manager.
   (b)   The Service Director shall manage and supervise all public works and undertakings of the City except as otherwise provided by the Charter or State law. The Director shall supervise the improvement and repair of streets, avenues, alleys, lands, lanes, squares, bridges, sidewalks, sewers, drains, ditches, culverts, streams and watercourses; the lighting, sprinkling and cleaning of public places; and the construction of public works, except those having reference to the Safety Department or as otherwise provided by the Charter or State law. The Director shall manage the Municipal water works, garbage and refuse collection, sewage disposal plant, and shall make and preserve surveys, maps, plans, drawings and estimates of and for the City. The Director shall supervise the construction and have charge of the maintenance of public buildings and other property of the City. The Director shall supervise the activities of the Engineering Division with regard to the review, planning, design and administration of all engineering related activities relative to the City's infrastructure and utility service area. The Director oversees all environmental programs within the City and insures compliance with all federal, state and local environmental regulations.
