   351.20 CITIZEN VOLUNTEERS MAY ISSUE PARKING VIOLATION CITATIONS.
   (a)   The Chief of Police may designate citizen volunteers to issue citations for violations of this Chapter.
      (1)   The Chief of Police shall supervise all citizen volunteers designated under this section.
      (2)   Citizen volunteers must be at least eighteen (18) years of age.
      (3)   Citizen volunteers have completed minimum mandatory training as directed by the Chief of Police.
   (b)   Citations issued under this section shall carry the same force and effect as any such citation issued by a police officer.
