The Police Division shall be composed of a Chief of Police appointed by the City Manager and such number of patrol officers, radio operators and other employees as Council shall provide by ordinance. The Safety Director shall have the exclusive management and control of all other officers, secretaries, clerks and employees in the Police Division as are provided by ordinance or resolution of Council. The Director may commission private police officers, who may not be in the classified list of the Division, under such rules and regulations as Council prescribes.
