The Safety Department shall have and perform such functions relative to fire and police protection and as may be assigned by ordinance or by order of the City Manager. The head of this department shall be designated as the Safety Director. Under the direction of the Manager, the Director shall be the executive head of the Police and Fire Divisions. The Director shall have all powers and duties connected with and incident to the regulation and government of the department except as otherwise provided by law.
