935.10 PRUNING FOR PUBLIC SAFETY.
   (a)   Every owner of property adjacent to any tree or vegetation overhanging any street or public right-of-way within the City shall prune the branches so that:
      (1)   Such branches shall not obstruct the light from any street lamp or
      (2)   Obstruct the view of any street intersection, and
      (3)   There shall be a clear space of 8 feet above the sidewalk surface, and
      (4)   There shall be a clear space of 15 feet above the roadway.
   (b)   Said owners shall remove all dead, diseased or dangerous trees, or broken or decayed limbs which constitute a menace to the safety of the public.
   (c)   The City shall have the right to prune any tree or shrub on private property when it interferes with the proper spread of light along the street from a street light or interferes with visibility of any traffic control device or sign, or traffic access. Pruning shall be in accordance with the National Pruning Standard for Shade Trees.
   (d)   No person shall permit bushes or shrubs to grow in the public right-of-way.
