(a) Charges for waste collection service shall be billed as a separate item on the water bill or on a separate bill.
(b) Charges for services furnished to users of the garbage collection service shall be rendered and collected by the City Auditor on the same bill and at the same time as charges for water service, and payment of the water charge may not be accepted without payment of the waste collection charge. Such services shall be resumed only upon payment by the user of a surcharge of ten percent of the unpaid balance.
(c) Waste collection service shall be terminated and cut off by terminating and cutting off water service. Waste collection service is required within the City.
