(a) No person shall deposit garbage or refuse in containers maintained by the City for the collection and disposal of garbage or refuse from City of Oxford municipal activities. This prohibition shall not prevent any person from disposing garbage, refuse or recyclable garbage in collection containers placed in public areas, provided that it shall be a violation of this section to place for collection garbage or refuse having a gross weight of more than one pound.
(b) No person shall place, regardless of any intent to do so, garbage, refuse or recyclable materials in a container not owned by said person without permission of the owner of said container.
