The disposal of any garbage or refuse in any quantity by any person in any place, private or public, within the city is prohibited unless the place of such disposal has been specifically designated by the Service Director as an area where disposal is permitted. The disposal of any recyclable material in any quantity by any person in any place, private or public, within the city is prohibited except as specifically provided for herein.
