931.01 DEFINITIONS.
   For the purposes of Chapter 931, certain terms are defined as follows:
   (a)   "Garbage" includes all putrescible waste, except sewage and body waste, including vegetable and animal offal, and carcasses of dead animals, but excluding recognizable industrial byproducts and recyclable materials, and including all other substances from all public and private establishments and from all residences.
   (b)   "Refuse" includes all nonputrescible wastes as well as all construction waste and spoil material.
   (c)   “Commercial user” is a customer who is engaged in work intended for commerce, excluding multi-family residential management organizations. Multi-unit dwellings with more than four separate units will be treated as commercial customers.
   (d)   "Customer" refers to each and every owner, tenant, person, corporation or other legal entity who is billed for water service by the City through a water meter at a specific location within the city. Each location shall constitute a separate customer.
   (e)   "Service Director" means the duly appointed or acting Service Director or the Director's designee.
   (f)   "Person" means any customer, individual, household or legal entity as used herein.
   (g)   "Recyclable materials" means and includes clear and colored glass containers, aluminum cans, steel cans, cardboard and HDPE plastic containers, PET plastic containers, newspapers, bimetal containers and such other materials as the City and the waste contractor shall from time to time agree to be recyclable materials.
   (h)   “Residential user” is a customer whose location serves as a principal home for himself/herself or his/her tenants. Multi-unit dwellings with four or less separate units will be treated as residential customers.
   (i)   "Solid waste" shall be defined as garbage and refuse as defined in Section 931.01(a) and (b).
   (j)   "Waste contractor" means Rumpke Waste, Inc., 10777 Hughes Road, Cincinnati, Ohio, 45247.
   (k)   "Yard waste" means grass clippings, leaves, brush and tree trimmings, sod and garden residue.
