924.11 CALCULATION OF CAPACITY BENEFIT PERMIT.
   (a)   "Equivalent dwelling unit" means, in the context of the Water Capacity Benefit Permit, the cumulative total of plumbing fixtures units, (as defined in the Ohio Plumbing Code), considering type, size and quantity, which are generally equivalent to the average total of plumbing fixture units found in a typical single family house (a total of 20 plumbing fixture units). One single family dwelling unit equals one "residential dwelling unit" and shall be treated as one equivalent dwelling unit.
   (b)   The Municipality shall calculate the amount of the applicable Capacity Benefit Permit due for each permit by:
      (1)   Determining the applicable designated development area;
      (2)   Verifying the number and type of residential dwelling units, equivalent dwelling units in the case of nonresidential development, or other unit of measure as may be applicable, for which each permit is sought;
      (3)   Determining the applicable per unit Capacity Benefit Permit; and
      (4)   Multiplying the applicable per unit Capacity Benefit Permit by
         A.   The appropriate number of residential dwelling units or
         B.   The equivalent dwelling units calculated for nonresidential development.
         C.   Other unit of measure as may be applicable.
   (c)   If the development for which a permit is sought contains a mix of uses, the Municipality must separately calculate the Capacity Benefit Permit due for each type of development.
   (d)   Prior to making an application for a permit, an applicant may request a nonbinding Capacity Benefit Permit estimate from the Municipality, which shall base such estimate on the development potential of the particular site in equivalent dwelling units given the maximum intensity permitted by existing zoning and the applicable Capacity Benefit Permit coefficient.
