No person, firm or corporation shall construct, reconstruct, destroy or remove any public sidewalk, curb or gutter except in compliance with the drawings, plans, specifications and related material required therefor by the City. City requirements shall be in writing and available to the public, and the same may be altered, amended or changed by action of Council.
