(a) Whenever construction or repair work involves roads, streets, curbs, gutters, or the creating of any potentially hazardous condition in or upon a roadway, the general contractor concerning such construction shall erect barricades so as to prevent the entrance of motor vehicles and such barricades shall be illuminated with adequate flashing lights at night and shall be posted with an appropriate sign indicating said roadway is closed to the public due to construction work and dangerous conditions.
(b) This provision may be waived so as to maintain traffic provided the Service Director of the City approves the maintaining of traffic and is satisfied that safe conditions can be created and maintained by the general contractor.
