(a) It shall be the duty of the owners and occupants of lots and lands abutting upon the streets and highways of the City to keep such sidewalks, curbing and gutters in repair and free from snow or other nuisance.
(b) All sidewalks, curbs and gutters in the City not conforming to the grade established which are uneven, contain holes or the materials thereof have disintegrated, are hereby declared to be in a bad state of repair. It shall be the duty of the owners or occupants of the property abutting upon such sidewalks, curbing and gutters to cause the same to be repaired within not more than ninety days after receiving notice to repair the same from the Director of Service.
