Licenses provided in this chapter shall be issued on a yearly basis beginning January 1 and expiring on December 31; the license fee to be pro-rated for the period of the year that the machines are not in operation; provided, however, that there will be no refund after a licensed machine has been removed from the establishment in which it has been licensed.
