(a) Upon receipt of the completed application for a license and the prescribed fee, the City Auditor shall refer the application to the City Manager who shall issue the license upon determination that the applicant is qualified for the same.

(b) A license may be refused to a person of bad moral character or who has been convicted of violating any State law or City ordinance involving moral turpitude or which should reasonably justify denial.
(c) A license will be refused whenever its proposed use would violate any law of the State or City.
