(a) No railroad locomotive, with or without cars attached, shall be operated at a speed in excess of thirty-five miles per hour within the City of Oxford between the points specified in Oxford Code Section 553.03(a)(3), and if any locomotive and/or railroad cars are operated within the City of Oxford between the points specified in Oxford Code Section 553.03(a)(3) at a speed in excess of thirty-five miles per hour, the engineer, conductor, or railroad company shall forfeit the sum of fifty dollars ($50.00) to the City of Oxford for each and every such offense, and the City shall be entitled to recover said fifty dollar ($50.00) fine from the engineer, conductor, or railroad company as provided by law.
(b) This section establishes civil and not criminal liability.
