5-1-4: EMERGENCY COMMUNICATIONS COMMITTEE:
   A.    Responsibilities: The emergency communications committee shall be responsible for gathering facts and data and advising as to maintenance and governing of the emergency communications system and address a proposed plan for implementation of an enhanced 911 system. The emergency communications committee shall also be responsible for recommending expenditures and priority of expenditures to be made from telephone user fees and for recommending an annual operational budget for such system to the county board of commissioners. Any such recommendations are subject to the approval, modification or outright rejection by the county board of commissioners.
   B.    Membership And Terms Of Committee Members: The emergency communications committee shall be composed of eight (8) members total. The representatives and respective terms of the emergency communications committee shall be:

As set forth above and referenced above, four (4) of the eight (8) member emergency communications committee shall be appointed to four (4) year terms and the remaining four (4) members shall be appointed to serve two (2) year terms. The length of the term of any particular member shall be as set forth above, or as otherwise amended by the county board of commissioners. Members of the committee may be reappointed at the consent and with the written approval of the county board of commissioners.
   C.    Organization:
      1.    Chairman: The emergency communications system shall select one of its members to serve as chairman and the chairman shall have the same voting right as any other member of the committee.
      2.    Secretary: The emergency communications committee shall also select one of its members to serve as secretary. Such secretary shall be responsible for keeping and maintaining the minutes of the meetings and shall have the same voting right as any other member of the emergency communications committee.
      3.    Rules: Such committee shall establish its organizational rules including scheduling of meetings and rules for meeting protocol.
   D.    Per Diem And Mileage Allowances:
      1.    Mileage: Each member of the emergency communications committee shall be entitled to reimbursement of mileage incurred in the performance of the duties and responsibilities of such committee at the rate of forty five cents ($0.45) per mile, unless some lesser rate of compensation is set by the county board of commissioners by resolution.
      2.    Per Diem: Each member of the emergency communications committee shall be entitled to a per diem allowance for each meeting attended at a rate to be set by the board of commissioners by resolution, for justifiable services performed. (Ord. 09-08, 9-15-2009)
