Retailers who do not possess a valid license for the retail sale of beer, liquor or wine by the drink shall not permit consumption of beer, liquor or wine on the licensed premises and may sell the beer, liquor or wine only in its original unbroken, sealed container. Beer, liquor or wine sold for consumption on the retailer's premises may be sold only if the retailer has a valid beer, liquor or wine by the drink license, and only during hours that liquor by the drink may be sold pursuant to the laws of this state; and beer and wine by the drink may be sold pursuant to resolution of the board.
