The county commissioners may appoint an administrator to carry out the provisions as herein specified and to serve at the pleasure of the commission. The administrator shall receive and process all subdivision applications. If an administrator is not appointed, then the functions of the administrator referred to herein may be carried out by the county commissioners, or the planning commission may act as administrator if directed by the county commissioners.
