2-3-4: ORGANIZATION OF COMMITTEE:
   A.    Officers: The committee members shall elect a chairperson, at least one vice chairperson, a secretary and any other officers the committee deems desirable or necessary. The term for such officers shall be two (2) years, and all officers elected are eligible for reelection.
   B.    Action Board: The committee shall name an action board which shall have the authority to advise the board of commissioners on matters requiring such prompt action that awaiting a committee meeting is impracticable. The action board membership shall be established by the committee but shall include at least all officers of the committee. The action board shall report its activities to the committee at the next meeting of the committee.
   C.    Subcommittees: The committee is authorized to establish whatever subcommittees it deems desirable and necessary to the conduct of its business and affairs. The chairman shall name the members of the subcommittees. Membership on the committee is not a requirement for membership on a subcommittee.
   D.    Meetings: The committee shall establish and publicly announce its own meeting schedule, but it shall meet at least one time per calendar month. All meetings of the committee shall be public meetings. The action board and subcommittee may meet without the public meeting requirements set by Idaho law, but action board and subcommittee reports shall be made at each committee meeting.
   E.    Operating Procedure: Other than the requirements set forth in subsections A through D of this section, the committee may establish its operating and meeting policies and procedures. (Ord. 09-09, 10-6-2009)
