A. Chief Administrative Office: The board of county commissioners will serve as the chief administrative office for administration of comprehensive planning and zoning activities conducted pursuant to this title and related ordinances. The board may appoint or designate an administrator to handle these duties.
B. Issuance Of Certificate Of Compliance: The board of commissioners, or its designee, shall be responsible for issuing a certificate of compliance which certifies that a proposed land use is in compliance with this title. If the board's administrator has a question as to whether compliance has been achieved, the question may be directed to the board for assistance and resolution. No building permit may be issued, and no person may enter into occupancy or begin the proposed use, until the certificate has been issued. When the proposed land use is dependent upon a conditional use permit, the certificate will be issued only after the applicant is in substantial compliance with special conditions designed to be satisfied before construction, occupancy or commencement of use.
