§ 152.005 AMENDMENTS.
   (A)   A proposal for amendment to this zoning code may originate with the Planning Commission, the City Council, or with the owner of a property that may be affected by any part herein. Interested parties may also request the Planning Commission to change portions of this zoning code. The Planning Commission shall hold at least one public hearing after notice as required by KRS Chapter 424. The Planning Commission must make its recommendation within 30 days of the public hearing to the City Council. It shall take a majority of the entire City Council to override the recommendation of the Planning Commission. The City Council shall make a decision within 60 days of the Planning Commission's recommendation.
   (B)   Notice of the hearing shall be posted conspicuously on the property for which the zone change is being sought. The notice shall be posted for 14 consecutive days immediately prior to the hearing. Posting shall be as follows: The sign shall state "zoning change" and the proposed classification change in letters at least three inches in height. The time, place, and date of the hearing shall be listed in letters at least one inch in height. The sign shall also state the telephone number for the Planning Commission. The sign should be made of a durable material and be weatherproof.
   (C)   Notice of the hearing shall be given at least 14 days in advance of the hearing by registered mail, return receipt requested, to the owners of all property adjoining the property for which a zone change is being sought. It shall be the duty of the person proposing the zone change or amendment to furnish the Planning Commission with the names and addresses of the owners of all adjoining property and with the receipts of the notices as well as an affidavit of publication.
