(A) It shall be unlawful for any person, firm, or corporation to peddle or sell any goods, wares or merchandise or any tickets, coupons, or receipts representing or redeemable in service, photographs, works of art, magazine subscriptions, or merchandise in that part of the public streets and sidewalks of the city, known as the public square or on any street or sidewalk within two (2) blocks thereof.
(B) Division (A) of this section shall not apply to the sale of newspapers or farmers selling their own products.
(C) Notwithstanding any of the provisions of this section, persons or entities desirous of selling any of the material described in division (A) above may obtain from the City License Inspector a permit not to exceed three (3) consecutive days in duration to engage in such sales in connection with a community festival, parade, craft fair or "Sidewalk Days" promotion. The permit application shall be on a form to be prescribed by the City License Inspector, and shall require such information thereon as the City License Inspector deems reasonably necessary for the adequate and proper enforcement of this section.
