The city, having enacted an ordinance identical to Bath County Ordinance No. 11-2003 which establishes that in the event a release of any hazardous material or threatened release of hazardous material being transported in Bath County or its cities, the handler, shipper, carrier, and/or owner-operator shall be jointly and severally responsible for all costs incurred by the county hereby adopts said ordinance by reference as if set out in its entirety.
