§ 91.12 CREATION AND INSTALLATION OF SPEED BUMPS ON CITY STREETS.
   (A)   Speed bumps may be installed on city streets only by the city, its agents or designees. Speed bumps shall only be installed on city streets in residential areas.
   (B)   City Council shall determine and authorize installation of all speed bumps. City residents desiring a speed bump to be installed upon a city street adjacent to their property must request and/or petition the Mayor of the city. The petition must contain supportive signatures of at least 75% of the residents of the city street or portion of the city street affected by the proposed speed bump. Upon receipt of the petition, the Mayor of the city shall present the petition to the City Council of the city at the next regular meeting for consideration. The City Council shall consider the petition and grant the petition and direct the Mayor and public works of the city to install the necessary speed bump if the city council determines that the speed bump is necessary for the public safety. City Council reserves the right to install and maintain speed bumps without petition, on its own initiative or recommendation of the Mayor, upon determination of need to provide public safety.
   (C)   Speed bumps shall be installed no greater than four inches tall and 12 inches wide. All speed bumps will be painted yellow. A "Speed Bump Ahead" sign will be erected on both sides of the speed bump to alert oncoming traffic. The speed bumps shall extend the entire width of the city street.
