SCHEDULE II: RESTRICTED PARKING IN CITY BUSINESS DISTRICT.
   (A)   Between the hours of 8:00 a.m. and 5:00 p.m. on weekdays (Monday through Saturday) all parking spaces on the streets within the city hereinafter named will be designated as “Business District, Two (2) Hour Free Parking, Shoppers Only”, or customers or consumers engaged in business transactions in the business section of the city and for a time period not to exceed two hours:

   (B)   Persons employed or working in the downtown area shall be restricted from parking in the designated “Business District, Two (2) Hour Free Parking, Shoppers Only”, areas.
   (C)   Residential parking permits.
      (1)   Parking permits or reserved parking spaces will no longer be issued within the city business district (as set forth in division (a) above).
      (2)   Residents residing on any of the above listed streets will be allowed one free parking space for one vehicle only. The resident is to obtain the one free “residential parking permit” from the Police Department and mount that permit on such vehicle.
      (3)   If the vehicle with the above mentioned permit mounted is dispensed of by the owner, then the owner is required to obtain another “residential parking permit” as soon as the vehicle is replaced, and so forth.
      (4)   Any other vehicle that a resident may own will not be allowed to park in the one free parking space. If the resident violates this provision, the vehicle may be towed at the owner's expense; as may any vehicle parked in violation of any part of this schedule.
