Monthly water rates shall be charged as follows:
(A) City users.

(C) Water rates for all new business and industry for the city are waived for the first six months. The city shall waive the water bill for all new business and industry that locates within the city limits of the city for the first six months of said business or industry’s operation. This waiver shall be for up to the first $200 of the customer’s water bill, exclusive of sewer, for each month.
