The manager shall have the right to require that a nominal sum, or such other meter deposit as may be specified or revised from time to time in any applicable rate ordinance, which shall be placed on deposit with the city by a customer for the purpose of establishing or maintaining such customer's credit or as assurance for the payment of water or bills by such customer.
