(A) All costs and expense incident to the installation and connection of a building sewer shall be borne by the owner, who shall indemnify the city from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer. All connections shall be made under the supervision of the manager of the sewer system or other duly authorized official of the city.
(B) The customer's service lines shall be installed and maintained by the customer at his own expense in a safe and efficient manner free of breaks, leaks and/or infiltration of ground water and in accordance with the city's rules and regulations and with the regulations of the Department of Health.
