§ 50.030 PURPOSE.
   The purpose of this subchapter shall be to provide landowners, contractors, and individuals, herein referred to as the owners, with regulations governing connections to the city water and sewer system (herein referred to the utility). These regulations shall be followed by any person seeking connection to this system.
