(A) The Superintendent, bearing proper credentials and identification, shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling, and testing in accordance with the provisions of this chapter.

(B) The premises receiving a supply of water and all service lines, meters, and fixtures, including any fixtures within said premises, shall at all reasonable hours be subject to inspection by the duly authorized employees of the city.
