No member shall exceed a safe reasonable speed en route to the station in response to a fire call. No traffic-control device shall be violated unless the firefighter's vehicle is equipped with the proper light and siren and then only if the right-of-way is clear. In any instance, the firefighter shall use good judgment with due regard for life and property in proceeding to the station and in driving a fire apparatus. The Procedures Board may levy a penalty against any member violating these rules.
