§ 36.40 REQUIRED COMPLEMENT OF FIREFIGHTERS.
   (A)   On all fire calls within the city, a maximum of five firefighters will be on the fire truck if available before leaving the station. There will be a minimum of one dispatcher remaining at the fire house.
   (B)   The second truck responding to a call within the city must have at least four firefighters before leaving the station. If ten or more firefighters are at the scene of the fire, then only two are necessary to respond in the second truck.
   (C)   Only one truck shall respond to a car fire, unless there is danger of loss of life or other property or the responding truck requests assistance.
   (D)   On all fire calls outside the city limits, at least 13 firefighters shall report to the fire station or report by other means established by the Department before the truck leaves. Three firefighters are required on the truck or escort and ten remaining on standby. The Fire Chief, Assistant Fire Chief, or Captain shall proceed to the scene of the fire provided an officer was not on the truck.
