For the purpose of the operation of the Recreational, Tourist, and Convention Commission herein established and to finance the cost of acquisition, construction, operation, and maintenance of facilities useful in the attraction and promotion of recreational, tourist, and convention business, there is imposed and levied a special tax of 2.0% of the gross sales of restaurants doing business in the city.
