The provisions of this subchapter shall apply to all of the territory within the corporate limits of the county, excepting therefrom the territory within the corporate boundaries of the Town of Spencer and the Town of Gosport and shall constitute a taxing district for the purpose of levying and collecting special benefit taxes as provided in I.C. 36-7-14 et seq.
