(A) A member of the Committee may enter upon the lands that are part of an application for a permit under this chapter at all reasonable times to inspect the lands before making a recommendation to the Commissioners.
(B) The County Surveyor and the Commissioners may enter upon the lands of the operator at all reasonable times for the purpose of inspection to determine if the provisions of the permit and this chapter have been complied with.
