Nothing in this chapter is intended to supersede or delimit the powers of any incorporated municipality to adopt and maintain a street naming and property numbering system. However, there are many practical reasons for adopting a uniform system which is encouraged, and, unless and until an incorporated municipality adopts a street naming and property numbering system, the provisions of this chapter shall apply.
