(A) This chapter supersedes all other ordinances or parts of ordinances which are in conflict with its provisions, and any such ordinance is hereby repealed, more specifically Ords. 1992-10, 1999-36 and 1999-37.
(B) (1) The expressed or implied repeal of amendment by this chapter of any other ordinance or part of any other ordinance does not affect any rights or liabilities accrued, penalties incurred or proceedings begun prior to the effective date of this chapter.
(2) These rights, liabilities and other proceedings all continue as if this subchapter had not been adopted.
