   (B)   Time for commencement and completion of construction. Within 90 days after obtaining all necessary permits, licenses and authorizations, including rights of access to poles and conduits, the licensee shall commence construction and installation of the cable television system. The construction and installation of the cable television system within the territorial limits of the county shall be on a reasonable and equitable basis. The completion of the installation and construction of the cable system shall be pursued with reasonable diligence, so that service to the area covered by the license shall be provided within 18 months after construction has begun. Significant construction shall be accomplished within one year after the licensee has obtained all necessary permits, license and authorizations, including right of access to poles and conduits.
   (C)   Extension of time. The county executive, in its discretion, may extend the time for construction, installation and operation in the event the licensee, acting in good faith, experiences delays by reason of circumstances beyond its control.
