§ 114.05 LIMITATION UPON GRANT.
   (A)   No privilege or exception is granted or conferred by the issuance of a license pursuant to this chapter except those specifically prescribed in it.
   (B)   Any license granted pursuant to this chapter is a privilege personal to the original licensee. It cannot in any event be sold, transferred, leased, assigned or disposed of as a whole or in part, or otherwise, without prior written consent of the county executive and then only under such conditions as may be prescribed; provided, however, that no such consent shall unreasonably be withheld, and further provided, that no such consent shall be required for any transfer in trust, mortgage or other hypothecation, as a whole or in part, to secure an indebtedness of the licensee.
   (C)   There shall be no restrictions upon the transfer of a license to a controlled subsidiary or to a parent corporation.
