(A) The county executive has the authority to authorize the issuance of non-executive license to install, construct, operate and maintain cable television systems in streets, public utility easements and other public rights-of-way, or public places, within the county as well as to regulate these activities.
(B) No provision of this chapter shall be deemed or construed to require the granting of a license.
