All salvage yards (more commonly known as “junkyards”) opened for business after the effective date of this section shall construct a fence around the perimeter of the area containing the salvaged material such that vermin and other small animals, and children will not be able to enter the area where the salvaged material is stored. That part of the fence facing a public road or highway, or a residence within 500 feet shall be constructed out of material that will obstruct the view of the salvaged material.
